Isabela State University benchmarked Tarlac State University, particularly the Office of Management and Information Systems, focusing on its best practices in information technology infrastructure, on April 24, 2025 via Zoom.
OMIS Director Dr. Marlon V. Gamido discussed the office’s strategic plan and showcased some of its accomplishments under Roadmap E or the Information Communication Technology Development Plan.
He shared the university’s long-standing best practice in technology asset management and IT policies implementations which support the continuous improvement initiatives under roadmap E.
Dr. Gamido also showcased several software systems developed in 2024 by the Software Development Unit led by its unit head Mr. Jesus Valdoz.
Currently, the office has developed and is maintaining more than 50 internal systems for university operations.
These include the Research Management Information System (RMIS), University Health Management System for medical and dental services, and a Hotel Management and Reservation System.
In terms of website security management, the OMIS director showcased the university’s A+ overall rating in the SSL Server Test, a global standard for assessing server security and encryption.
Moreover, the director also shared the university’s migration of Integrated Services Digital Network (ISDN) to Session Initiation Protocol (SIP) trunkline which enhanced TSU’s communication infrastructure with better cost efficiency, advanced features, and improved call quality.
Reflecting on OMIS’s growth, Dr. Gamido recounted its transformation from a “repair shop” in its early years to a strategic office that aligns technology with the university’s goals.
“Any agency or organization is now leveraging ICT to be strategic. Being strategic means aligning your technology and operations with your goals, vision, and initiatives,” he said.
Following the presentation, ISU officials engaged in an open forum with OMIS unit heads.
Mr. Ronald Abellar, head of the Network Development Unit, responded to queries on network infrastructure and connectivity.
He emphasized that the university’s campus-wide free Wi-Fi provides access for students, faculty, and employees, with tailored bandwidth and security measures.
Dr. Gamido also added that the university is on a continuous enhancement of the Wi-Fi connectivity in all campuses.
On hardware disposal, Dr. Gamido, along with Hardware Maintenance unit head Mr. Abraham Quijano, stated that TSU’s procedures are aligned with guidelines from the Commission on Audit and the Department of Budget and Management.
Apart from the completed and on-going projects, Dr. Gamido shared the university’s plans to establish an ICT hub on each campus, further expanding its digital infrastructure.
